A specific identified Florida Pioneer is Simeon Noyes. A descendent, William Charles Henderson, County Certificate #C245, #C246, #C247 (Okaloosa) has traced Simeon Noyes as currently documented in Florida Pioneers and their Decendents, Volume 1, By Anne Wood Taylor, Florida State Genealogical Society (FSGS) Publication #4, 1992, pages 93, 94. A Florida pioneer packet is on file in the Florida State Archives.

Simeon Thompson ["Florida Pioneers and their Decendents" says Thomas but 1900 census clearly says Thompson] Noyes was born around May 1825 in West Florida, and was the first of two sons of William Noyes (Born August 5, 1795 in Newburyport, Essex Co., MA) and Obediance Neal (Born about 1801 in Early Co., GA. William Noyes, moved to West Florida after his marriage, and settled in West Florida. His marriage, and move to Florida, prior to 1825, is documented by Joel W. Perry, Early County, Georgia's first historian in his book "Some Pioneer History of Early County", which covered the years 1817 - 1867.

      MILLIGAN, FLORIDA - HER HERITAGE
      Virginia Brown Wood

From West FL Footprints. No. 2 1985

'Those researching in Okaloosa and Santa Rosa counties of Florida may have found references to Brown's Landing and Brown's Crossing in Milligan, and wondered just where they were located.

Established long before highway 90 was built, Brown's Crossing is about a mile east of Baggett's Hill and Creek, or about a mile and a half west of the Milligan Yellow River Bridge on highway 90, and is now a bridge crossing the L & N Railroad tracks. Brown's Landing is located on the Yellow River about a mile from the river bridge (as the river flows).

Milligan, which was the first county seat of Okaloosa county, was formerly known as Chaffin and was was located in Santa Rosa county. In 1915 parts of Santa Rosa and Walton counties were used to form Okaloosa county.

One of the early families of Chaffin was the "Browns", who arrived there in 1850 when the area was a thriving lumber region. John D. Brown donated property for the first Baptist Church and cemetery in Milligan. Two of his sons built homes along the railroad tracks, George W. on the North bank of the Yellow River, west of the tracks, and and Henry on the east side of the tracks. At about this same point, the railroad had what is known as a racking station, where wood for fuel was stored for the trains. Men tending these stations often lodged with the Brown families.

A grist mill located at Chaffin, was built prior to the civil war by Simeon Noyes and later sold to James R. Miller. The latest owners are the descendents of Alfred LaFayette Garrett. Garrett was a notary for Santa Rosa, and later, Okaloosa counties.
